I. Introduction

In its resolution 35/32, the Human Rights Council requested the Advisory
Committee to prepare a study that could help States to implement the 2030 Agenda for
Sustainable Development by integrating human rights into national policies on the basis of
the compilation prepared by the United Nations High Commissioner for Human Rights and
to present it within its regular reporting cycle to the Council at its forty-fifth session, on the
occasion of the fifth anniversary of the adoption of the 2030 Agenda.

At its nineteenth session, the Advisory Committee established a drafting group,
currently composed of Milena Costas Trascasas, Ion Diaconu (Rapporteur), Ludovic
Hennebel, Ajai Malhotra, Mona Omar, Javier Palummo, Elizabeth Salmon, Dheerujlall
Seetulsingh, Changrok Soh (Chair) and Cheikh Tidiane Thiam.

In the conduct of the study, the Committee considered the good practices,
challenges, lessons learned and recommendations in mainstreaming human rights into
national policies to implement the 2030 Agenda compiled in the report of the Office of the
United Nations High Commissioner for Human Rights (OHCHR) (A/HRC/41/21); the
voluntary national reviews synthesis report on the implementation of the 2030 Agenda by
Member States for 2018; the note by the Secretariat on reports of the regional forums on
sustainable development (E/HLPF/2019/3); the report of the Secretary-General on progress
in implementation of the Sustainable Development Goals for 2019; the report of the United
Nations High Commissioner for Human Rights on local government and human rights
(A/HRC/42/22); the report of the Secretary-General on empowering people and ensuring
inclusiveness and equality (E/2019/65); the report of the Secretary-General on the longterm impact of current trends in the economic, social and environmental areas on the
realization of the Sustainable Development Goals (E/2019/66); and the political declaration
of the high-level political forum on sustainable development convened under the auspices
of the General Assembly (Assembly resolution 74/4, annex).

The Advisory Committee also discussed the topic at its thirty-eighth to forty-third
sessions, received input from OHCHR and posted a preliminary outline of the study on the
web page of the Committee. Members of the Committee also attended high-level meetings
organized by the Economic and Social Council at its 2018 and 2019 sessions and presented
the work of the Committee on the topic.
II. Evaluation of activities in support of the implementation of
the 2030 Agenda for Sustainable Development

The 2030 Agenda provides a visionary road map for all countries and stakeholders
to strive for a world of sustainable prosperity, social inclusion and equality, while
preserving the planet and leaving no one behind.

The 2030 Agenda is grounded in the international human rights instruments and is
devoted to the promotion of economic, social and cultural rights, as well as civil and
political rights, and the right to development throughout the world. The 17 Sustainable
Development Goals and 169 targets are aimed at realizing the human rights of all people in
all countries, both developed and developing; they must be implemented in accordance with
international law and with the commitment to leave no one behind. In its resolution 35/32,
the Human Rights Council recommended that Member States integrate into their national
policies a human rights perspective aimed at the promotion, protection and full realization
of human rights and fundamental freedoms and take into consideration the views of civil
society in the process. The implementation of the Sustainable Development Goals requires
the taking of a human rights-based approach locally, nationally, regionally and globally. 1
