Also at the same meeting, the representatives of China, the Russian Federation and Venezuela (Bolivarian Republic of) made statements in explanation of vote before the vote. In their statements, the representatives of China and Venezuela (Bolivarian Republic of) disassociated the delegations from the consensus on the draft resolution as orally revised. 29. Also at the same meeting, the representative of the United States of America made a statement as an observer State with regard to the adopted resolution. III. Report of the Human Rights Council on its twenty-sixth special session 31. At its 2nd meeting, on 14 December 2016, the Human Rights Council adopted the report on its twenty-sixth session ad referendum and entrusted the Rapporteur with its finalization. 10
