Nevertheless, large parts of these instruments await full acceptance and implementation by all States. 98. It is encouraging that structures to protect and promote human rights at the national level have generally improved. Many Member States have established national mechanisms for comprehensive reporting and follow-up to the recommendations of the international human rights mechanisms and have worked with United Nations country teams to better align their development assistance plans to human rights principles. The 2030 Agenda for Sustainable Development provides a new, multidisciplinary framework to pull the most vulnerable out of poverty and create greater well-being. Implementing the 2030 Agenda through a human rightsbased approach is essential to fully realize these goals. It will require sustained cooperation between Member States and other international partners to effectively ensure that no one is left behind. 99. In the commitments made at the World Humanitarian Summit and the highlevel plenary meeting of the General Assembly on addressing large movements of refugees and migrants, States recognized the centrality of human rights to the many challenges facing the world today. It is fundamental to build upon this positive momentum to ensure that the promises of these initiatives are fulfilled and that national and international responses to crises result in greater human rights protection for all. 18
