The independent expert concludes his report with a series of recommendations
addressed to the Government of Burundi and to the international community. He urges the
Government, in particular, to engage in constructive dialogue with all the opposition
parties; to ensure the prompt investigation of allegations of human rights violations and to
see to it that those responsible are brought to justice as early as possible; to continue and
intensify the efforts already initiated to reform the justice system of Burundi, notably in
regard to the recruitment and independence of the judiciary; to set up in the near future
transitional justice mechanisms with a view to completing the process of national
reconciliation and speedily to make the independent National Human Rights Commission
operational in full conformity with the Paris Principles. The independent expert calls on the
international community to increase its support for the Government of Burundi in several
fields, in particular capacity-building of the justice system.
