A/HRC/41/47 (a) Recognize that the child is a rights holder and not a beneficiary of benevolent activities of adults, always consulting the child and respecting their agency in the design and implementation of any framework for addressing discrimination on the grounds of leprosy; this should also be done in accordance with the child’s age and evolving capacities;41 (b) Undertake further research into the risk factors that may perpetuate violence against children affected by leprosy, alongside the formation of integrated partnerships of experts, parents, teachers and young people that can respond effectively to such violence; (c) Guarantee child- and youth-friendly health care and information, as well as comprehensible information guidance for parents. Provide a safe and supportive environment for children that ensures the opportunity to participate in decisions affecting their health, to build life skills, to acquire appropriate information, to receive counselling and to negotiate the health behaviour choices they make. Affirmative measures regarding work and social security should be in place for parents of children affected by leprosy in order to ensure proper care and support; (d) Ensure that children with leprosy-related disabilities participate on an equal basis with others in education services and recreational, leisure and sporting activities. Education services should ensure accessibility and reasonable accommodation; (e) Recognize that children’s participation is a key element for selfprotection. With suitable methods, participation of affected children should be ensured in research and the implementation of public programmes. The same applies to participation in relevant non-governmental organizations, epistemic communities and policy-making affecting them. 41 As enshrined in article 19 of the Convention on the Rights of the Child. 19
