considered in the context of the proposed programme budget for the biennium 2010-2011.
No additional appropriations would be required as a result of the adoption of the draft
decision.
6.
With regard to paragraph 9, attention is drawn to the provisions of section VI of
General Assembly resolution 45/248 B of 21 December 1990, and subsequent resolutions, the
most recent of which is resolution 62/236 of 22 December 2007, in which the Assembly
reaffirmed that the Fifth Committee was the appropriate Main Committee of the Assembly
entrusted with responsibilities for administrative and budgetary matters, and reaffirmed the role
of the Advisory Committee on Administrative and Budgetary Questions.
9/2. Human rights and international solidarity
7.
In paragraphs 6, 7, 9 and 10 of draft resolution A/HRC/9/L.7 (adopted as resolution 9/2),
the Council requested:
(a) All States, United Nations agencies, other relevant international organizations and
non-governmental organizations to mainstream the right of peoples and individuals to
international solidarity in their activities, and to cooperate with the independent expert in his
mandate, to supply all necessary information requested by him and to give serious consideration
to responding favourably to the requests of the independent expert to visit their countries, to
enable him to fulfil his mandate effectively;
(b) The independent expert to continue his work in the preparation of a draft declaration
on the right of peoples and individuals to international solidarity, and in further developing
guidelines, standards, norms and principles with a view to promoting and protecting this right, by
addressing, inter alia, existing and emerging obstacles to its realization;
(c) The Human Rights Council Advisory Committee to prepare inputs to contribute to
the elaboration of the draft declaration on the right of peoples and individuals to international
solidarity and to the further development of guidelines, standards, norms and principles with a
view to promoting and protecting this right;
(d) The independent expert to submit a report on the implementation of the resolution to
the Council at its twelfth session.
8.
The implementation of paragraphs 6, 7 and 10 would be met by provisions included in the
programme budget for the biennium 2008-2009, under section 23 (Human Rights), in support of
the independent expert. Additional appropriations would therefore not be required.
9.
With regard to paragraph 9, it is estimated that additional requirements to implement the
activities would amount to $33,500, which would provide for (a) a consultant to assist the
Advisory Committee in the preparation of inputs to contribute to the elaboration of the draft
declaration; and (b) for travel for two working days to present the working paper at the annual
meeting of the Human rights Council Advisory Committee. These requirements have not been
included in the programme budget for the biennium 2008-2009.
