The central role of the State in responding to pandemics and other
health emergencies, and the socioeconomic consequences thereof in
advancing sustainable development and the realization of all human
rights
The Human Rights Council,
Guided by the purposes and principles of the Charter of the United Nations,
Recalling that one of the purposes of the United Nations is to achieve international
cooperation in solving international problems of an economic, social, cultural or
humanitarian character, and in promoting and encouraging respect for human rights and for
fundamental freedoms for all without distinction of any kind,
Guided by the Universal Declaration of Human Rights as a common standard of
achievement for all peoples and all nations,
Recalling all relevant international human rights treaties, including the International
Covenant on Civil and Political Rights and the International Covenant on Economic, Social
and Cultural Rights,
Recalling also General Assembly resolution 74/270 of 2 April 2020, on global
solidarity to fight the coronavirus disease 2019 (COVID-19), and 74/274 of 20 April 2020,
on international cooperation to ensure global access to medicines, vaccines and medical
equipment to face COVID-19, and President’s statement PRST 43/1 of 29 May 2020 on the
human rights implications of the COVID-19 pandemic,
Expressing its solidarity to all countries affected by the pandemic, as well as its
condolences and sympathy to all families of the victims of COVID-19,
Reaffirming that each State should take steps, individually and through international
assistance and cooperation, especially economic and technical, to the maximum of its
available resources with a view to achieving progressively the full realization of the rights
recognized in the International Covenant on Economic, Social and Cultural Rights by all
appropriate means, including in particular the adoption of legislative measures,
Recalling the Vienna Declaration and Programme of Action, which affirms that all
human rights are universal, indivisible, interdependent and interrelated, and that the
