The report provides an overview of the existing international and regional human rights standards and analyses in depth these two key concepts, as well as their scope. This is followed by the Independent Expert’s conclusions and a number of recommendations aimed at assisting States in implementing appropriate and effective frameworks that strengthen the autonomy of older persons, ensure their active involvement and participation in all spheres of life and improve their well-being and quality of life, as well as ensuring a human rights-based approach to care settings.
