Summary
The present report is submitted pursuant to Human Rights Council resolution 21/28.
In the report, the United Nations High Commissioner for Human Rights outlines the human
rights challenges faced by South Sudan as a new State emerging from decades of war. She
identifies current engagement in technical assistance and capacity-building, and priority
areas for future assistance to the Government of South Sudan in its efforts to promote and
protect human rights.
The High Commissioner stresses the importance of supporting the efforts of the
Government to build the capacity of rule of law and human rights institutions, and
recommends courses of action to address outstanding capacity shortfalls.
