Alleged repeated restrictions to the right to freedom of association imposed
on the Ethiopian Human Rights Council (EHRCO) and other organizations.
According to the information received, in December 2009, the assets of the
EHRCO, a prominent human rights organization, were frozen by the Charities
and Societies Agency, which is responsible for overseeing NGOs‘ activities.
On 19 October 2012, the Supreme Court upheld the decision to freeze the
assets of the EHRCO. On 27 October 2012, the Charities and Societies
Agency announced that it had revoked the licenses of 10 organizations and
warned 400 other organizations that it said were operating against rules and
regulations of the country. It is reported that these measures form part of a
broader pattern of undue restrictions on the right to freedom of association, as
a result of several restrictive provisions contained in the Charities and
Societies Proclamation, 2009.
