A/HRC/44/2
405. Kuwait received a total number of 302 recommendations in this review, of which
230 have been accepted, 12 have been noted, and 6 received partial support, while only 54
were rejected because they contradicted the provisions of the Constitution and Islamic
Sharia. Some of those rejected were repeated recommendations that had been previously
rejected because they violated the provisions of Islamic Sharia, the Constitution and laws of
the State. Others were rejected because they contained elements that contradicted the
national identity, and the values of society and its culture.
406. Kuwait accepted the 230 recommendations because they complied with the
provisions of its Constitution and the Islamic Sharia. Some of the recommendations
accepted are already being implemented, such as the appointment of women to the
judiciary.
407. The delegation stated that the promotion of human rights is already integral to the
foreign policy of Kuwait, through the provision of humanitarian aid and support to all those
in need in various affected regions in the world, with no geographical, religious or ethnic
distinctions. Kuwait has been blessed with peace, security and economic and social
wellbeing, which attracts a large number of expatriates to work in Kuwait. There are
presently over 180 nationalities residing in Kuwait goodness.
408. In the light of this demographic reality, human rights, respect for the rights and
dignity of others, the rule of law, the strengthening judicial institutions, and religious
tolerance are all issues to which the State of Kuwait attaches the highest importance.
409. It is no secret to anyone that the post-COVID-19 world is going to be different from
the pre-pandemic world. Kuwait intends to strive to address the negative phenomena that
has surfaced because of Covid-19.
410. The delegation stated that despite Kuwait’s achievements in the field of human
rights both domestically and internationally, it acknowledges that there it has to continue
improving on human rights issues, and that countries with long-established democratic
practices have also been subjected to criticism in this Council.
411. Kuwait is seeking to address the deficiencies in the areas of human rights, despite
the important challenges, especially at the level of the complex and unstable regional
environment that surrounds the State of Kuwait. Therefore, the delegation considers this
forum an opportunity to benefit from the experiences and observations of others.
412. In compliance with this approach, the delegation welcomed the comments and
information provided by States and stakeholders, and committed to listen to all with openmindedness and with a view to benefitting from the expertise of the United Nations. The
delegation committed to listen to constructive criticism without any agendas.
413. This commitment is reflected through its active participation with the universal
periodic review, and its support to the recommendations, as well as its provision of
recommendations to many other countries in the context of this mechanism, and its
promotion of human rights and sustainable development through this and other fora.
Kuwait expressed its intent to continue these efforts through a methodology, which
balances the achieving of best practices in the field of human rights and development on
one hand, and the preservation of the principles of the Islamic religion and the authentic
societal values on the other hand.
