C. Armed opposition movements 77. The Independent Expert calls upon the armed opposition movements: (a) To protect civilians from violence and to refrain from any actions that could put the lives of civilians in danger, and to hold those who violate international human rights and humanitarian laws accountable; (b) To put the interest of the people of the Sudan first and engage in negotiations and dialogue with the Government of the Sudan and to sign the road map agreement in order to bring peace and stability to the country. 15
