Report of the Special Rapporteur on the situation of human rights in
Cambodia*
Summary
The Special Rapporteur on the situation of human rights in Cambodia provides an
update on the human rights situation in Cambodia and analyses the Cambodian Sustainable
Development Goals. Ongoing tensions in relation to democratic and civic space are noted
and issues expressed in previous reports remain unresolved. The Special Rapporteur
welcomes the fact that Cambodia has adopted a framework for its Sustainable Development
Goals, although she notes that the Cambodian Goals do not reflect some important human
rights aspects of the Sustainable Development Goals. In the present report she focuses in
particular on accountability, leaving no one behind and participation, which are crosscutting themes of relevance when examining the Sustainable Development Goals from a
human rights perspective.
