A/HRC/4/47 page 19 paragraph 52 is that – while it does not preclude the possibility that a clear need for the elaboration of a legal standard of some form may in time be identified – it recognizes that the reflection of a coherent set of standards could take other forms and that one of these other forms may be found to be more appropriate than a legal standard of a binding nature. Therefore, paragraph 52 and the other adopted conclusions and recommendations correctly focus attention at this stage on the practical work of the task force. This work will serve to provide the tools and understanding necessary for taking the work on the right to development forward. It is on this understanding of paragraph 52 and the other conclusions and recommendations generally that Australia can join the consensus.
