A/HRC/26/24
cooperation in line with the Convention. The ongoing national projects are providing
good practices and innovative solutions on legal and policy reform and beyond in the
realization of the rights of persons with disabilities. States should consider
contributions to the Partnership Multi Donor Trust Fund as a means to facilitate and
promote this engagement.
72.
The ongoing shaping of sustainable development goals beyond 2015 constitutes
a critical opportunity to develop goals, targets and indicators that address inequalities
and that are firmly based in the international human rights framework. In the spirit
of building a post-2015 development agenda which ensures accessibility for and
inclusion of persons with disabilities and a full realization of their human rights, there
is a need to move swiftly towards universal ratification and effective implementation
of the Convention and its Optional Protocol. To this end, States should support the
involvement of United Nations agencies in capacity-building efforts for duty-bearers
and other stakeholders including the business sector, aimed at supporting ratification
processes and at implementing legislation and policies on the rights of persons with
disabilities in compliance with the Convention.
73.
Appropriate attention should be given to monitoring the implementation of the
Convention at the national and international levels in compliance with the
Convention’s provisions thereon. The jurisprudence developed by the Committee
through its dialogue with States parties provides valuable guidance for technical
assistance, and should be used to its full potential. States are further encouraged to
request technical assistance on legal and policy reform and design from the
Committee, pursuant to article 37 of the Convention. All stakeholders are called upon
to support and cooperate with the newly appointed Secretary General Special Envoy
on disability and accessibility and any other special procedures mandate or
mechanism created to monitor the rights of persons with disabilities.
