The principles contained in the report are rooted in nearly 25 years of work under the mandate, including country visits, thematic research and communications with States and non-State actors, as well as intensive, targeted consultations undertaken since 2017. The report was prepared pursuant to Human Rights Council resolution 36/15. * Agreement was reached to publish the present report after the standard publication date owing to circumstances beyond the submitter’s control.
