Recommendations A/HRC/33/51/Add.2 (c) Instruct all public officials that those actions will not be tolerated and will be punished accordingly. Measures taken/current situation Situation during the visit A/HRC/33/51/Ad d.2 Paragraph 18 Government See Response to recommendation 77(a) OMP See response to recommendation 77(a). Amnesty Amnesty International is not aware of any new efforts on this front. Centre for Justice and Change Level of implementation and observations (to be completed by the WGEID) The Working Group welcomes that the circular and statements indicating that any such actions will be punished but re-iterates the need to further publicise and disseminate them. The Working Group further calls for action to be taken on alleged cases including in relation to those raised by civil society submissions. People still have no trust in the police to make a complaint. The intimidators are part of the security establishment and it is very difficult to seek redress through police. Families of the Disappeared Though in some speeches of the President and PM mentioned something about this they haven’t provided a concrete answer on this. Other than that Government did not take any steps (Using media/ circulars) related to the awareness of the public. ITJP Not done.  Navy 15 A/HRC/42/40/Add.1 Please see the court case around the Chief of Defence Staff, Ravi Wijegunewardene, who allegedly tried to abduct a witness in a case against him – a witness who had testified that Wijeguneratne had hidden an absconding suspect (in the emblematic naval disappearance case) in naval headquarters, for whom the Police had actually issued an Interpol notice thinking he was abroad. The witness also testified that the Chief of Defence Staff had given money to the absconding suspect through his secretary. The Chief of Defence Staff was briefly detained and then released on bail. Nothing illustrates the level of impunity better. He is currently Sri Lanka’s most senior military official and yet the police have testimony that he allegedly personally tried to disappear someone.
