Situation during the visit A/HRC/33/51/Ad d.2 Measures taken/current situation which will include all particulars concerning missing persons20 and take all necessary steps including technical safeguards to ensure the security of such a database. 21 The OMP has created a temporary database and has begun the process of consolidating different types of data related to missing and disappeared persons. In March 2018 the Ministry of National Integration and Reconciliation forwarded 14,641 Feedback Data Sheets containing information relating to missing and disappeared persons. As of 31st April 2019, 4407 Data Sheets have been processed by the OMP. See also response to recommendation 82(a). Amnesty (i),(ii): Measures under the mandate of the Office on Missing Persons (OMP), including the set up a database of “missing persons” Centre for Justice and Change OMP promised to get a register but still no work commenced. .Families of the disappeared Nothing- But the government indicates that OMP is doing that. ICJ While Section 15 (4) of Act on Enforced Disappearance provides for official registers of ‘persons deprived of liberty’, it does not specifically make reference to ‘forcibly disappeared persons.’ ITJP Victims abroad do not enjoy these rights and have been excluded in the design of OMP programmes. It is assumed because they are asylum seekers they are receiving rehabilitation services which is actually not true (see our report submitted to the GOSL’s Consultation Task Force - http://www.itjpsl.com/reports/forgotten-report) . The exiled victims are also clumped into one general box of “diaspora” even though someone who fled in 2018 has a very different profile from a person who left in 1983. Many of the enforced disappeared in 2009 were LTTE cadres – their families are often scared to come forward lest it draw attention to other siblings who were in the LTTE but not “rehabilitated” or identified yet. Please see: http://www.disappearance.itjpsl.com/#lang=english which lists 18 May 2009 disappeared by name and with photos where available. We continue to receive information from families around the world for this site. 20 21 OMP Act, above n 16, Section 13(h). OMP Act, above n 16, Section 15(3).
