Amnesty
Amnesty International is not aware of any new efforts on this front. During the political crisis
at the end of 2018, a key criminal investigator attached to the Criminal Investigations
Department with Sri Lanka Police who was pursuing cases on alleged enforced
disappearances was at the risk of being transferred. Although these efforts were halted, there
is a risk of political interference in the pursuit of these investigations. See Amnesty
International’s statement on this.40
Amnesty International also wrote to the Prime Minister regarding the cooperation of military
intelligence in the investigations into Prageeth Eknaligoda’s alleged enforced disappearance.41
Level of implementation and

by the WGEID)
enforced disappearance of short
duration in order to extract
bribes (see 18 (c)) and calls for
these cases to be urgently
investigated
and
those
responsible prosecuted.
The OMP too is mandated to investigate cases of missing persons. It is unclear whether there
will be two investigations in such an instance, or only one.
Centre for Justice and Change
Not sure of any missing persons reported to police or the OMP.
Families
Very recently two disappearances took place in South and quick action was taken by Police
making inquiries and taking responsible Police officers into remand. From Sinhala area no
disappearances cases were reported under the new regime, other than these two. There were
few abductions in North and East under this government against which FoD staged protests
in Colombo with some CSO s, and then the victims were reported to reappear. There were
some unconfirmed information about some disappearances from North yet even the HRC has
not received such complains.
ICJ
According to the report, a total of 14, 641 files covering all the districts were handed over to
the OMP and it is now in the process of acknowledging the complaints so received.
