Families of the Disappeared
Still the applications are not there. We still use a form issued by the President’s secretariat.
But we heard that OMP is trying to issue new leaflets on the issues. Now they have a booklet
explaining the role of OMP and they sent it to the families when confirming that the family
member’s application has received.

The Chairperson of the OMP stated that all documents including the ‘Missing Person’s Data
Form’, press releases, brochures and interim and annual reports are available in all three
languages. Letters sent to the victim families are sent in the language they are conversant in.
Although the Office is yet to be fully operationalised in terms of its staff, the Office says it
tries to ensure that a staff member who is conversant in the language spoken by the victim is
available to attend to the victim who seeks the assistance of the Office.

WGEID should also pls facilitate a process for people to report in Tamil and Sinhala. This is
a major obstacle for families.

OMP
In 2018 and 2019 annual budgets, the OMP was allocated 1.4 billion and 700 million Sri
Lankan rupees respectively. However, the OMP is required to expend its finances in
accordance with governmental procedures, which in practice has limited the OMP’s ability to
acquire necessary resources in a timely manner. Further, the OMP has faced challenges in
acquiring the necessary approvals to recruit staff.53 In order to operationalise its offices, the
OMP requires two hundred and fifty-four permanent staff. As of December 2018, the OMP
had only received approval for less than half of its required staff.54
