Families of the Disappeared

However, Section 13 (1) (f) of the OMP Act tasks the office to recommend that the relevant
authority grant reparations to missing persons and / or relatives of missing persons, including
but not limited to compensation and / or recommend the provision of other administrative and
welfare services including psycho-social services.
(f)

Paragraph 62
OMP
As part of its interim relief recommendations relating to education, the OMP recommended
the introduction of a scholarship scheme under the Ministry of Education for the children of
the missing or disappeared in the form of a monthly allowances of Sri Lankan Rupees 2000

secondary education. 114 To date, this recommendation has not been adopted by the

Families of the Disappeared
These welfare schemes were suggested even in 1996 presidential commissions with name lists
of children who needs support for education, lists who need psychosocial support and many
other lists. But nothing happened.
ICJ
The interim report of the OMP (page 15) had recommended as interim relief the introduction
of a scholarship scheme under the Ministry of Education for the children of the missing or
disappeared in the form of a monthly allowance of Rs. 2,000 to cover essential educational
expenses required for the completion of their primary and secondary education.
114
OMP Interim Report, above n 2, para 45(d).
The Working Group regrets that
this recommendation has yet to
be implemented despite a similar
recommendation being made by
the OMP and calls on the
government to ensure the
education needs of the children
of disappeared persons are
prioritised.
