(b) An effective policy should be implemented on the elimination of human rights
violations and the prosecution and punishment of those responsible for human rights violations,
as well as of any political and military actors guilty of interference in, or obstruction of, the
administration of justice;
(c) The practice whereby military courts exercise jurisdiction over civilians should be
ended and military criminal law should be amended to bring it into line with the Constitution and
applicable international norms;
(d) Judicial independence should be promoted and the judiciary should be provided with
the infrastructure and human resources needed to guarantee the sound administration of justice;
(e) The “Mapping Team” of the Office of the United Nations High Commissioner of
Human Rights (OHCHR) should be supported in its efforts to draw up a map of the serious
human rights violations committed between 1993 and 2003;
(f) Efforts to facilitate the taking of evidence in cases of sexual violence should be made
by supporting the adoption and distribution of a standard medical certificate that could serve as
evidence in trial proceedings.
