access to education (especially to higher levels of education) and quality of education,
problematic access to quality health-care services and the high incidence of certain health
conditions, electoral disenfranchisement and structural issues in the administration of
justice (in particular incarceration rates).
The concrete measures recommended by the Working Group include the adoption of
an anti-discrimination act, the continuation and enhancement of educational initiatives such
as magnet and charter schools, the adoption of an appropriate employment quota system in
the private sector, the extension of the use of statistics in court proceedings to demonstrate
a prima facie presumption of discrimination, measures to address the disproportionate
incarceration rates of people of African descent and the discriminatory application of some
laws, greater consultation with African American communities concerning urban
development projects that affect them, the establishment of a human rights commission in
accordance with the Paris Principles with a dependency that deals specifically with people
of African descent, and efforts to ensure to children of African descent all of the rights
contained within the Convention on the Rights of the Child.
