A/HRC/25/44 Furthermore, the persistence of violence against women and an increase in acts of violence, in particular inter-communal violence, followed by few sanctions, are barriers to the establishment of peace, security and social cohesion and hamper the development of the country and the consolidation of the rule of law. These challenges and the root causes of this violence, in particular youth unemployment, illiteracy, lack of education, the culture of impunity and discrimination on the basis of ethnicity, need to be addressed urgently in an appropriate and comprehensive manner in order to prevent fresh conflict, to enable the populations to coexist peacefully and to build an environment for peace and development. 2 GE.14-10910
