Summary
Submitted pursuant to Human Rights Council resolution 36/32, the present report
outlines the role and achievements of the Office of the United Nations High Commissioner
for Human Rights (OHCHR) in Cambodia from 1 January 2018 to 31 May 2019.
The period was marked by continuing political tension in the context of the national
elections held on 29 July 2018, including restrictions on the enjoyment of civil and political
rights. At the same time, positive developments occurred, including adoption of the
Cambodian Sustainable Development Goals framework and economic growth contributing
to improvements in economic and social rights.
OHCHR continued its programme of technical cooperation with partners in
Cambodia in key areas, including strengthening the rule of law and protecting fundamental
freedoms, economic, social and cultural rights and the rights of people in detention.
