The report highlights the fact that the intertwined dynamics of the internal armed conflict, drug-trafficking and organized crime continue to weigh heavily on the human rights situation. At the same time, the report notes the persistence of structural problems in certain State institutions. Throughout the year, the need to guarantee the rights of all victims of violations of human rights and breaches of humanitarian law was placed at the centre of public debate. The document stresses that it is urgent and imperative to make a proper and timely response to their claims. * The present report is being circulated in all official languages.
