A/HRC/43/16/Add.1 voluntary return. The Government continues to promote the rights of its citizens at home and abroad, to combat such crimes and to raise awareness thereof. In light of the foregoing: • The following recommendations have been accepted: 209, 211, 212, 214, 215, 216, 218, 367, 369 and 370 77; • The following recommendation has been partially accepted: 305. J. Combating terrorism 15. The Constitution requires the State to combat all forms of terrorism while guaranteeing public rights and freedoms, and to pay fair compensation to victims of terrorism. The Government has complied with this requirement. The Counter-Terrorism Act was promulgated with a view to maintaining the security of citizens and ensuring their enjoyment of human rights and fundamental freedoms. Its provisions guarantee that the rights of accused persons enshrined in the Constitution and domestic legislation are fully respected. In light of the foregoing, all recommendations in this section have been accepted: 131, 132, 133, 135, 137, 138 and 139. K. Recommendations that are unrelated to the work of the Human Rights Council 16. The Government only considers recommendations that are related to the Human Rights Council and international human rights treaties. In light of the foregoing, the following recommendations have not been accepted: 1578 and 3679. IV. Clarification of the position of Egypt on partially accepted recommendations Recommendation No. 4: Ensure that detainees can have access to medical care, their lawyers and their relatives. Recommendation No. 5: Cooperate with the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment. Recommendation No. 11 Ensure that competent authorities have the right to visit places of detention unexpectedly. Recommendation No. 20: Criminalize all forms of violence against women. Recommendation No. 2380: Consider extending a standing invitation to all special procedure mandate holders. Recommendation No. 6281: Take steps to protect the rights of individuals and ensure that they are not subject to discriminatory arrest or prosecution. GE.20-03395 7
