Accounts gathered in 2019 show continued harassment by the security forces of families in
Sri Lanka. Accounts of families in Sri Lanka being visited by “CID” are common and officers
reportedly ask about the location of victims abroad. In one case a man abroad said his father
in Sri Lanka had been assaulted in October 2018, and hospitalised as a result, by men asking
about his whereabouts abroad. After the 27 Nov (2018) event commemorating the Tamil dead
“war heroes”, Sri Lankan intelligence went to one of our staff members’ village and
questioned those who'd participated saying, "do you know who is in power now?" (at that
point it was Mahinda Rajapaksa as prime minister as a result of the coup).
Threats to Witnesses or Plaintiffs
Furthermore, testimony read into evidence at the 2019 court case of Priyanka Fernando at the
Sri Lankan High Commission in London showed all the witnesses had been repeatedly
threatened and their families in Sri Lanka within hours of filing a case in London. The job
description of Brigadier Fernando (defence attache) became public as a result of the
proceedings and it emerged that he was expected to monitor anti Sri Lankan government
activities and protests in the UK. This corroborates that surveillance and harassment is
widespread and systematic abroad and runs counter to the narrative of reconciliation.
In 2019 the ITJP assisted in the filing of a civil claim for damages for torture in the US against
Gotabaya Rajapaksa. The plaintiff was the subject of threats - see the two cease and desist
documents at http://www.itjpsl.com/reports/gotabaya-rajapaksa-complaint.
