d.2
Level of implementation and
observations (to be completed
by the WGEID)
According to Paragraph 4.15 the Psychosocial Support team has initiated a process to develop
a strategy to integrate psychosocial responsiveness in the operationalising of the OMP. The
three-pronged strategy focuses on a) strengthening the internal capacity of the OMP to
effectively recognise and respond to psychosocial concerns of families and safeguard staff
wellbeing.; b) through referrals, facilitate focused therapeutic and other psychosocial care to
members of families whose wellbeing is critically affected; c) enable wider policy and social
environment to recognise the challenges of living with uncertainties around the missing and
disappeared loved ones.
ITJP
Given the trust issues, and the presence on the OMP of the Sri Lankan Army’s lawyer at the
time of most of the enforced disappearance, the psycho social support perhaps needs to be
done independently.
(h) Be possibly integrated
with
an
international
component.
Paragraph 49
OMP
The OMP is an independent, domestic institution established under the domestic legal and
Constitutional framework of Sri Lanka. The OMP is not integrated with an international
component. From time to time, the OMP has sought the technical advice of relevant
international and national experts on a range of subjects including tracing, excavation and
exhumation, forensics, genetics, psychosocial support and database management. Further, as
required the OMP has collaborated with relevant domestic state institutions such as the
Ministry of Justice and Prison Reforms and the Offices of the Judicial Medical Officer and
international organisations such as the United Nations and the International Committee of the
Red Cross.
Centre for Justice and Change
May be the ICRC plays a role in this. I am not sure the relationship or of any agreement
between ICRC and OMP.
Families of the Disappeared
h) Do not know anything about that.
ICJ
As the interim report of the OMP expounds that international involvement has so far been
limited to obtaining expertise and knowledge from international organisations and experts to
enhance the functioning of the Office.
The Working Group welcomes
information according to which
the OMP has collaborated with
relevant
international
organisations and experts and
encourages
further
collaboration.
