Recommendations
A/HRC/33/51/Add.2
protection of the chain of
custody of the samples.
With regard to the Matale
mass grave, in particular,
the investigation should be
reopened and other samples
should be sent for further
analysis, in the light of the
huge discrepancy relating
to the dating of the
inhumations between the
reports currently available
on the matter and in the
light of the reported signs
of torture and extrajudicial
execution on some of the
remains;
(h) Strengthen the capacity
of the DNA laboratory in
the Government Analyst’s
Department and ensure its
functional and structural
independence
from

The OMP assisted the excavations of the Mannar mass grave and sought to impress on the
authorities involved in the investigation the need to maintain high standards to ensure public
confidence
(http://www.dailymirror.lk/160410/Mannar-Mass-Grave-Site-Financialassistance-from-OMP), the samples of the selected skeletons were sent to Beta Analytic
Institute based on Florida, USA for carbon dating.
Level of implementation and
observations (to be completed
by the WGEID)
calls for the investigation to
proceed without delay.
According to the Chairperson, the OMP had funded the travel cost of the JMO, one of the
OMP Commissioners and also facilitated the travel of representatives of the Centre for Human
Rights and Development (NGO representing the victims) to Florida with bone samples to
ensure the protection of the chain of custody.
The reinvestigation of the Matale Mass grave discovered in 2012 has been stalled despite calls
for a full investigation by the left-wing Janatha Vimukthi Peramuna (JVP).83
Investigations into the mass grave found in Kalawanchikudy, Batticaloa discovered in 2014,
too has not seen progress despite a court order for exhumation as the Ministry of Justice has
not responded to the requests of the JMO for a budget to support a team of experts. 84
