A/HRC/33/36
Democratic Republic of the Congo (Forces armées de la République démocratique du
Congo — FARDC). The Office has also observed a growing incidence of human rights
abuses in the western provinces, including in Kinshasa. These consist of serious violations
of fundamental freedoms committed by members of the police force, the National
Intelligence Agency and other government officials, mainly targeting political opponents,
human rights defenders and protesters, and attests to a deplorable narrowing of the
democratic space. Such developments are particularly worrisome and could undermine the
credibility of the political dialogue and the electoral process.
The High Commissioner encourages the Government to implement all the
recommendations made in the present report and reaffirms the willingness of his Office to
support the authorities’ efforts to protect and promote human rights.
