Other activities 9. In June 2007, the Special Rapporteur attended the Human Rights Council and took the opportunity of his stay in Geneva to meet and consult with staff from the Office of the United Nations High Commissioner for Human Rights (OHCHR), including staff assisting other mandates, members of the OHCHR Task Force on Migration, and the secretariat of the Committee on the Protection of All Migrant Workers and Members of Their Families (CMW). He also met with representatives of the diplomatic community, non-governmental and international organizations. 10. On 26 October 2007, the Special Rapporteur visited New York, where he presented his report to the Third Committee of the General Assembly. The Special Rapporteur noted that, although it is the sovereign right of all States to safeguard their borders and regulate their migration policies, States should ensure respect for the human rights of migrants while enacting and implementing immigration laws. He also noted that States should cooperate, with a view to fostering regular migration and investing to provide better opportunities to migrant workers in their countries of origin, instead of focusing only on security aspects, which are clearly not preventing migrants from reaching their countries of destination. 3 A/HRC/7/12/Add.1
