A/HRC/43/2 measures to protect women and LGBTI population. It regretted that the law on comprehensive reparation for victims, which ensures truth and justice, has not been adopted yet. It stated that a bill, which would promote impunity for those responsible for serious human rights violations committed in the past, should be avoided. It noted that, on 9 February 2020, the rule of law was broken by the Government, taking temporary control of the Congress with the support of the armed forces and the police. It invited the Council to continue monitoring El Salvador and urged the country to strengthen the rule of law and democracy. 444. Alliance Defending Freedom regretted that El Salvador did not support the recommendation to “reject calls to further liberalize abortion, while reaffirming and implementing laws and social programmes that promote family life, support mothers and that protect the right to life of unborn children in all circumstances”. It questioned why this recommendation was rejected. It encouraged the Government to redouble their efforts to support women through a healthy pregnancy, childbirth and motherhood experience, and to continue to promote a society where no human life is considered of a lesser dignity and worth than others. 445. Asociación HazteOir.org stated that El Salvador recognized as a human person all human beings from the time of conception and that it has suffered pressure from international bodies from other States and non-governmental organizations to decriminalize abortion or to ensure that it is considered a right. It called upon El Salvador and the international community not to request abortion based on cases of women who allegedly are imprisoned because of miscarriages or obstetric emergencies. It called upon El Salvador not to listen to appeals made by those who wish to promote abortion and recommended that El Salvador respect and guarantee the rights to life at any stage and circumstances without any discrimination. 446. Action Canada for Population and Development regretted that El Salvador had not taken enough measures to implement recommendations related to the rights of women and LGBTI and that this situation continued infringing the human rights of various groups and communities. According to the organization, despite the fact that El Salvador accepted recommendations to combat violence against women, LGBTI persons and human rights defenders, the country did not accept any recommendation on making amendments to legislation, such as the gender identity laws; anti-discrimination on the basis of sexual orientation and gender identity; strengthening the rule of the Salvadorian institute for development of women; or decriminalizing abortion. It stated that this is contradictory and that El Salvador should take legislative measures to be consistent in its responses to the recommendations accepted. 447. CIVICUS: World Alliance for Citizen Participation was concerned about the continuing violence and stigmatization of human rights defenders, particularly against LGBTQI persons, women's rights, and the environment. It regretted that El Salvador did not accept to adopt legislation to protect the human rights defenders. It regretted impunity and the participation of business groups, which see their interests affected by the defence of the environment. It was also alarmed by continued attacks, including threats, intimidation and murders of journalists, particularly against those who have reported corruption, and the lack of an adequate protection mechanism. It called on El Salvador to provide civil society organizations, journalists, and human rights defenders with a safe environment. 5. Concluding remarks of the State under review 448. The President stated that, based on the information provided, out of 207 recommendations received, 152 enjoy the support of El Salvador, and 55 are noted. 449. El Salvador finally thanked the States Members and civil society organizations for the recommendations made during its third universal periodic, and took note of the new recommendations made in the adoption session, that will guide all the sectors for taking the GE. 75
