A/HRC/43/2 (b) The compilation prepared by OHCHR in accordance with paragraph 15 of the annex to Council resolution 5/1 and paragraph 5 of the annex to Council resolution 16/21 (A/HRC/WG.6/34/SMR/2); (c) The summary prepared by OHCHR in accordance with paragraph 15 of the annex to Council resolution 5/1 and paragraph 5 of the annex to Council resolution 16/21 (A/HRC/WG.6/34/SMR/3). 557. At its 31st meeting, on 12 March 2020, the Human Rights Council considered and adopted the outcome of the review of San Marino (see section C below). 558. The outcome of the review of San Marino comprises the report of the Working Group on the Universal Periodic Review (A/HRC/43/9) and the views of San Marino concerning the recommendations and/or conclusions, as well as its voluntary commitments and its replies to questions or issues that were not sufficiently addressed during the interactive dialogue in the Working Group, and which were presented before the adoption of the outcome by the plenary (see also A/HRC/43/9/Add.1). 1. Views expressed by the State under review on the recommendations and/or conclusions, its voluntary commitments and the outcome 559. The delegation of San Marino was unable to travel to Geneva due to the COVID-19 pandemic. The Vice-President of the Human Rights Council read the speech on behalf of the Ambassador and Permanent Representative of the Republic of San Marino to the United Nations in Geneva, Marcello Beccari. 560. The universal periodic review of San Marino took place last 6 November, when San Marino administration could only deal with ordinary matters due the dissolution of Parliament. General elections took place on 8 December 2019 and the new Government was formed on 28 December. This is the reason why San Marino has decided not to reply immediately to the recommendations submitted to it by the Member States and observers of the Human Rights Council and to examine them carefully with the new Government that had just taken office. In January 2020, all recommendations were examined by the new Government and, on 10 February, San Marino provided its answers in the addendum sent to the Secretariat. 561. During the review of San Marino, a total of 109 recommendations were submitted by 45 delegations. Their recommendations have allowed San Marino to make a broad reflection on issues, to which the country pays great attention and which are on the agenda of its daily activity. Each recommendation was carefully examined and 72 of them were accepted, while one recommendation was partially accepted with an explanation. 562. San Marino provided some clarifications on the recommendations noted and additional information on some recommendations accepted or considered already implemented. 563. With regard to the international instruments to which some delegations have recommended accession, the Government has decided to accept the recommendations concerning the ratification of the UNESCO conventions for the safeguarding of the intangible cultural heritage and on the protection and promotion of the diversity of cultural expressions, which will be studied in the coming months for a possible accession thereto. San Marino has decided to accept the recommendation on the ratification of the Agreement on the Privileges and Immunities of the International Criminal Court. The Agreement was ratified by the Parliament on 20 February 2020. San Marino also informed that the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention) was ratified by San Marino on 18 January 2016 and the Law transposing and implementing this Convention was adopted in May 2016. 90
