In a political climate that had become particularly tense by the end of the period under review, the Office of the High Commissioner continued its programme of technical cooperation in areas vital for the protection of human rights, including guarding the space for the activities of civil society, strengthening the rule of law, and promoting economic and social rights. * The present report was submitted after the deadline in order to reflect the most recent developments .
