Summary
The present report is the fifth annual report submitted to the Human Rights Council
by the Special Rapporteur on the negative impact of unilateral coercive measures on the
enjoyment of human rights, Idriss Jazairy.
In it, the Special Rapporteur considers the impact of unilateral coercive measures on
the human rights of people in eight countries and the emergence of international legal
norms against the extraterritorial use of unilateral sanctions. He concludes with a call for
the drafting of a declaration on unilateral coercive measures and the rule of law and for the
appointment of a special representative of the Secretary-General on unilateral coercive
measures.
