Commemoration of the twentieth anniversary of the adoption of the
Durban Declaration and Programme of Action
The Human Rights Council,
Recalling all resolutions adopted by the General Assembly, the Commission on
Human Rights and the Human Rights Council on the elimination of racism, racial
discrimination, xenophobia and related intolerance, in particular Assembly resolution 56/266
of 27 March 2002, in which the Assembly endorsed the Durban Declaration and Programme
of Action, and Commission resolutions 2002/68 of 25 April 2002 and 2003/30 of 23 April
2003,
Recalling also General Assembly resolution 57/195 of 18 December 2002, in which
the Assembly assigned responsibilities to the relevant United Nations institutions to ensure
the effective implementation of the Durban Declaration and Programme of Action at the
international level,
Recalling further General Assembly resolution 68/237 of 23 December 2013, in
which the Assembly proclaimed 2015–2024 the International Decade for People of African
Descent,
Noting that 2021 will mark the twentieth anniversary of the adoption of the Durban
Declaration and Programme of Action,
Affirming that the above-mentioned anniversary offers an important opportunity to
reflect on progress made in efforts to eliminate racism, racial discrimination xenophobia and
related intolerance, and on best practices and challenges with regard to the implementation
of the Declaration,
Concerned by continued acts of racism, racial discrimination, xenophobia and related
intolerance,
Emphasizing the need for reinforced efforts to combat the scourge of racism, racial
discrimination, xenophobia and related intolerance, whenever and wherever they may occur,
Underlining the fact that the twentieth anniversary of the adoption of the Durban
Declaration and Programme of Action represents an important opportunity for the
