The report describes the difficulties the National Commission has been facing in implementing its mandate. It concludes with a set of recommendations, calling upon all stakeholders to implement the recommendations made in the previous reports of the High Commissioner and of the Group of Eminent International and Regional Experts to the Human Rights Council. * The present report was submitted after the deadline so as to include the most recent information.
