Report of the Special Rapporteur on the situation of human
rights in Belarus
Summary
The present report is submitted by the Special Rapporteur on the situation of human
rights in Belarus to the Human Rights Council in accordance with its resolution
(A/HRC/RES/23/15). In the report, the Special Rapporteur sets forth the developments in
human rights since his report presented to the Council at its twenty-third session
(A/HRC/23/52). The Special Rapporteur outlines major concerns in detail as well as
regarding the general situation, which is characterized by a systemic denial of human rights
to citizens by way of a purposeful combination of restrictive laws and abusive practices.
Recommendations are provided as to how to improve the situation, both step-by-step and in
a comprehensive manner.
