B. International community 77. The Independent Expert calls upon the international community to: (a) Continue to provide the Government of the Sudan with technical and financial support for building democratic institutions for the protection and promotion of human rights in the country; (b) Consider resuming its discussions with the Government of the Sudan, in the light of the Government’s request for technical assistance in the field of human rights, to ensure the establishment of an office of the United Nations High Commissioner for Human Rights in the country in order to assist the Government in meeting its human rights obligations. 13
