E.
Compensation and Reparation Authority (CRA)
93.
As with the other two Chapter V mechanisms, the Government has failed to establish
the CRA and a Reparation Fund even though the ARCSS stipulated six months for the
enactment of the necessary legislation. These are central pillars of transitional justice, but no
effort has been made to conduct any consultations whatsoever on the CRA. While the
Commission is aware that the Government has had concerns about the monetary cost of
reparations it calls upon the Government to set aside at least 1 per cent of oil revenues for
reparations, and in addition, can also invest in other non-monetary reparations.
F.
National Dialogue
94.
While the National Dialogue process continues to gather and analyse information
from within and outside the country in preparation for a national conference scheduled for
March 2020, concerns about its lack of inclusivity and whether it is a vehicle to replace the
Hybrid Court have remained. The Commission continues to hold the view that while the
findings of the National Dialogue should be preserved and acted upon, care should be taken
to that it does not duplicate, or contradict, the work of the Chapter V mechanisms.
