Spain would like to take this opportunity to reiterate its commitment to the universal periodic review as an exercise in transparency and reflection that serves as a guide for progress in promoting and protecting human rights. 2. Spain appreciates the constructive spirit that infused the dialogue with the Working Group on the Universal Periodic Review, held on 22 January 2020. Ministries and agencies with relevant responsibilities, as well as the Attorney General’s Office, have carefully considered and assessed the 275 recommendations received. As a result of this process, which was coordinated by the Human Rights Office of the Ministry of Foreign Affairs, the European Union and Cooperation, Spain has decided to accept in full 252 recommendations, which is equivalent to 91 per cent of the total made. 3. With a view to increasing the transparency of the assessment process and in line with the model used by other States in the context of the universal periodic review, this report is accompanied by an annex that groups the recommendations into thematic areas and sets out the reasons behind the decision taken in relation to each of them. 4. Spain accepts 252 recommendations in full. The recommendations that Spain accepts in full are those that it supports and is in a position to implement. Also included in this category are those recommendations that are already being implemented or that relate to ongoing measures, and for which it is therefore not considered necessary in all cases to take additional measures. 5. Spain accepts 13 recommendations in part. The recommendations that Spain accepts in part are those that it supports in general terms but which it can implement only in part, either because there are differing views as to how they may best be achieved or because legal, budgetary or constitutional factors prevent the full implementation of the recommendation. This category also includes recommendations that can be divided into two elements, of which one is accepted and the other is noted. 6. Spain takes note of 10 recommendations. The recommendations that Spain notes are those that it cannot undertake to implement at this juncture or whose content or underlying principles it cannot support. 7. The engagement of civil society, the Office of the Ombudsperson and the Congress of Deputies was considerable up until the thirty-fifth session of the Working Group on the Universal Periodic Review. However, as a result of the restrictions and difficulties arising from the Covid-19 crisis, Spain has not been able to engage in consultations in this stage of the process. The present report and its annex will be made available to these stakeholders as soon as they are published, and will remain at their disposal in order to help to advance the implementation of the recommendations accepted. 8. In line with the practice begun in the national report for the third cycle of the universal periodic review, Spain will align the 275 recommendations received with the Sustainable Development Goals. 9. Spain will keep the Working Group informed of the progress made by means of a midterm report. Recommendations accepted 10.
