23. In paragraphs 7, 8 and 9 of draft resolution A/HRC/9/L.23 (adopted as resolution 9/11),
the Council:
(a) Requested OHCHR to prepare a comprehensive study, to be presented to the Council
at its twelfth session, on best practices for the effective implementation of this right, including, in
particular, practices relating to archives and records concerning gross violations of human rights
with a view to create guidelines on protecting archives and records concerning gross human
rights violations, and programmes for the protection of witnesses and other persons involved in
trials connected with such violations;
(b) Also requested OHCHR to prepare a report, to be presented to the Council at its
fifteenth session, on the use of forensic experts in case of gross violations of human rights with a
view to identifying trends and best practices in this regard;
(c) Decided to convene a panel to discuss issues related to the resolution at its
thirteenth session.
24. The implementation of paragraph 7 would be met by provisions included in the programme
budget for the biennium 2008-2009, under section 23 (Human Rights), in relation to the
preparation of the study. No additional appropriations would therefore be required.

five experts for a one-day panel discussion ($29,700); and (b) conference services to be provided
to organize the one-day panel discussion ($79,200) as follows:
