At its 21st meeting, on 9 June 2010, the Human Rights Council held a general debate on agenda item 5, during which the following made statements: (a) Representatives of States Members of the Council: China, France, Russian Federation, Spain5 (on behalf of the European Union); (b) Cyprus; Representatives of the following observer States: Armenia, Azerbaijan, (c) Observers for the following non-governmental organizations: Amnesty International, Permanent Assembly for Human Rights, World Organisation against Torture. 199. At the same meeting, on the same day, statements in exercise of the right of reply were made by Cyprus and Turkey. B. Consideration of and action on draft proposals Missing persons 200. At the 34th meeting, on 17 June 2010, the representative of Azerbaijan introduced draft decision A/HRC/14/L.6, sponsored by Azerbaijan. Subsequently, Armenia, Ecuador, France, Guatemala, the Republic of Moldova, Serbia and Ukraine joined the sponsors. 201.
