Right to development
At its 47th meeting, on 25 March 2011, the Human Rights Council decided to adopt
the following text:
“The Human Rights Council,
Recalling the Charter of the United Nations and the core human rights
instruments,
Reaffirming Human Rights Council resolution 15/25 of 1 October 2010, and
recalling all Commission on Human Rights, Council and General Assembly
resolutions on the right to development,
Reaffirming also the Declaration on the Right to Development, adopted by
the General Assembly in its resolution 41/128 of 4 December 1986, and bearing in
mind that 2011 marks the twenty-fifth anniversary of the Declaration,

Decides to hold a panel during the eighteenth session of the Human
Rights Council to commemorate the twenty-fifth anniversary of the Declaration on
the Right to Development, on the theme “The way forward in the realization of the
right to development: between policy and practice”, with the participation of the
United Nations High Commissioner for Human Rights;
2.
Also decides to request the Office of the High Commissioner to
organize the panel, within existing resources, and to invite relevant United Nations
human rights mechanisms, specialized agencies, funds and programmes, as well as
civil society and national human rights institutions, to the panel session;
