law any advocacy of national, racial or religious hatred that constitutes incitement to
discrimination, hostility or violence, including that propagated by information and
communications technology;
9.
Reaffirms the rights to freedom of expression, association and peaceful
assembly, and that any propaganda for war and any advocacy of national, racial or religious
hatred that constitutes incitement to discrimination, hostility or violence should be
prohibited by law;
10.
Calls upon all States that have not yet done so, and consistent with paragraph
75 of the Durban Declaration and Programme of Action, to consider withdrawing their
reservations on article 4 of the International Convention on the Elimination of All Forms of
Racial Discrimination and on articles 18, 19 and 20 of the International Covenant on Civil
and Political Rights;
11.
Welcomes the convening of regional meetings organized by the Office of the
High Commissioner to effectively implement the programme of activities of the
International Decade for People of African Descent, encourages Member States and other
stakeholders to adopt action-orientated recommendations at these meetings, and calls upon
States, regional organizations and other stakeholders to facilitate the participation of civil
society from their respective countries and regions at the meetings;

Also welcomes the constructive discussions held in Geneva on the modalities
of the Forum on People of African Descent, and encourages the General Assembly to
define them at its seventy-fourth session;
13.
Requests the Office of the High Commissioner to commence preparations for
the midterm review, in 2020, of the International Decade for People of African Descent;
14.
Requests the High Commissioner, in her capacity as coordinator of the
Decade, to submit a midterm report on her activities in follow-up to the implementation of
the programme of activities within the framework of the Decade to the Human Rights
Council at its forty-fifth session;
15.
Requests the Office of the High Commissioner to convene in 2020, from
within existing resources and in cooperation with other relevant entities of the United
Nations system, a midterm review of the Decade;
16.
Requests the Intergovernmental Working Group on the Effective
Implementation of the Durban Declaration and Programme of Action to commence
preparations for the commemoration, in 2021, of the twentieth anniversary of the adoption
of the Durban Declaration and Programme of Action, from within existing resources, and to
submit a comprehensive report on its implementation to the Human Rights Council at its
forty-fifth session and the General Assembly at its seventy-fifth session;
17.
Welcomes the intention of the African Union to convene a consultative group
for the project to establish at the United Nations Office at Geneva a memorial to the victims
of slavery and the transatlantic slave trade, and invites Member States and all other actors
to lend their support to the initiative;
18.
Acknowledges the work done by the Office of the High Commissioner, and
invites the High Commissioner to continue to attribute a high priority to the issue of
preventing and combating racism, racial discrimination, xenophobia and related intolerance
in the work of the Office of the High Commissioner;
19.
Decides to remain seized of this important issue.
