The commission recommends that the Human Rights Council support the recommendations made, including by transmitting the present report to the Secretary-General for the attention of the Security Council in order that appropriate action may be taken, and through a formal reporting process to the General Assembly and to the Security Council. 163. The commission recommends that the Security Council: (a) Support its recommendations; (b) Take appropriate action by referring the situation to justice, possibly to the International Criminal Court, bearing in mind that, in the context of the Syrian Arab Republic, only the Security Council is competent to refer the situation; (c) Enhance the enforcement and implementation of international human rights and humanitarian law through the range of powers and measures at its disposal as part of the imperative of accountability, pertaining to all actors. 25
