Report of the Special Rapporteur on the implications for
human rights of the environmentally sound management and
disposal of hazardous substances and wastes
Note by the Secretariat
Pursuant to Human Rights Council resolution 27/23, the Special Rapporteur has
prepared guidelines for good practices in relation to the human rights obligations related to
the environmentally sound management and disposal of hazardous substances and wastes.
The guidelines are intended to help States, businesses, civil society, trade unions and other
key actors identify and address key problems that give rise to human rights abuses due to
toxics. The guidelines are not intended to be a comprehensive compilation of practices by
State and non-State actors, given the dynamism of approaches to the issue and the
limitations of space in the report.
