The Group of Experts found patterns of continued violations by all parties to the conflict, as civilians continued to be killed and injured by the fighting and to suffer violations of their most basic human rights. * Agreement was reached to publish the present report after the standard publication date owing to circumstances beyond the submitter’s control. ** The annexes to the present report are circulated as received, in the language of submission only.
