A/HRC/15/58 74. Member States should continue to insist that parties listed in the annexes to the Secretary-General’s report for the recruitment and use of children, killing and maiming of children, and/or rape and other sexual violence against children, in contravention of applicable international law, prepare and implement concrete timebound action plans to halt those violations and abuses, and to take measures against any parties that fail to comply. 75. Lastly, States, which bear the primary duty and responsibility for addressing internal displacement should abide by their obligations under international law and adhere to the Guiding Principles on Internal Displacement. States should: safeguard populations on their territory from arbitrary displacement; protect and assist those who have been displaced; and support and facilitate voluntary, safe and dignified solutions to displacement, particularly those of their most vulnerable citizens – their children. 17
